The 2nd EU-Africa Summit took place in Lisbon on 8-9 December 2007. The Heads of State and Governments of Africa and the EU adopted the first ever Joint Africa-EU Strategy and an Action Plan for 2008-2010, with the aim to put Africa-EU relations on a new and equal footing in order to address together the challenges and opportunities of common interest. The Action Plan identified 8 priority areas of cooperation:

  1. Peace and security;
  2. Democratic governance and human rights;
  3. Regional economic integration, trade and infrastructure;
  4. Millennium Development Goals;
  5. Climate change;
  6. Energy;
  7. Migration, mobility and employment;
  8. Science, information society and space.

The 2nd EU-Africa Summit was preceded by a number of important preparatory and side events.
