At the AU Summit, Heads of State and governement of Africa have adopted a declaration on ICT, declaring the ICT sector as a top priority in their development programs and therefore encouraging Member States and development partners to consider telecommunications and ICT infrastructure and services, as a basic public utility infrastructure.
